Issue in animating bones

I have this problem when attempting to move the main below bone:


I don’t know why the vertex still remain in that position.

Not really clear from the screenshot (posting .blends is most helpful) but looks to me like possibly vertices on the inside of the head that didn’t get weight painted (inside of mouth perhaps). Maybe select the appropriate bone, head, mouth, etc, and enter weight paint and hit those vertices…

Thanks Randy for your advice.
The issue was in vertex group “head”, the black line in the image.
I’ve solved that issue first selecting the head in “Object Mode”, then in “Edit Mode” I’ve deselect and reselect all vertices head’s (key A).
In the Properties panel subcontext “Object Data->Vertex Groups”, selecting “head”(vertex groups menù), first I’ve press “Select” button’s and then “Assign” button’s again.
