Issue with weird bone weights on model

Hi all, I was trying to copy a cloth simulation to a different model, which is the same but with different weights, with armature using “track to” and “copy location” constraints for every bone . The main problem is that when I put automatic weights to the model that will be animated, it results to a wrinkled surface instead of being flat, like the original simulation. For looking for what I mean, the first picture shown on the imgur page (1.) is the weird wrinkled surface with weird bone wieghts that I’m talking about, and the second one (2.) is the original simulation and also how it should look approximately. Any idea of what’s wrong here/ how this weights can be corrected?
