Is there a way to join two vertices? I am working on a heron and need to join the two neck curves I made. but I can’t get both side to be in edit at once. In another program I have you can snap the vertices together then delete the extra one.
Is this possible?

Alt+M for merge. But first you need to join (Ctrl+J) the two meshes of course.
To join two separate objects select both and Ctrl-J.
To join two vertices once they are part of the same object, select both and Alt-M, and select whichever option you want. Alternatively, you could snap them together and Remove Doubles, or enable Automerge Editing and vertex snapping and Blender will merge any vertices that occupy the same space for you.
Edit: bah, got beaten to it 
In this case join the two meshes (Ctrl+J) and bridge using the Loop Tools addon. You have a missing face thet needs to be made first of all. Delete edge loops to get a cleaner join. Alt+RMB selects an edge loop
