While texturing in Substance Painter set to Khronos PBR Neutral, I have noticed strange problems in highlights, or more precisely, ‘when approaching highlights’:
That’s just an inherent tradeoff of how PBR Neutral is designed. It handles bright areas better than Standard, but it’s not made to handle full overexposure. For that, AgX is the only good option. If you want more saturation or contrast, you can tweak it in post.
