I have finally got the look to the hair problem is I have tried several combinations and can’t get the hair short, it is long ,very long

In your Particle settings, Particle Motion tab, in the Velocity column, the Normal (or Texture if you’re using a texture for velocity) value will affect the length of the Particle Stream. In the Particle tab you should set your Step value to 1. If you’re using a Texture for Velocity then Nabla will also have an effect.

Fligh, I did all of that before. it is very hard to control hair in Blender. I might
