I can not chose lasso tool in UV editor.
Is this a 2.63a bug?
Because I can use the lasso tool in other builds.

I just tried lasso selecting by ctrl+Left Mouse Button for Blender 2.63a official release and it looks like you are right it does not seem to work.
I tried with latest svn build and it does work though.
The newer build works properly.
But this time, my key map does not work.
I assigned
view rotate alt + LMB
view pan alt + MMB
view zoom alt + RMB.
But they turned back to default setting.
Anyway, I will just re assign these key maps.
