Lattice Glitch? As you can see in this clip, the hair takes a bit of time to catch up to the main animation, and I think its because of the lattice its effected by. You can’t see it but the body, eyes and hair are inside a lattice, which has a shape key to make it twist, which is being animated as the character turns. In case it makes any difference I’ll also add that the shapekey is being animated using a custom property.

You can try switching your modifier stack around. I found if you put the lattice before the particle system it sometimes works that way better.
