Time to start having fun in the composer.
Render the lights on a separate layer, use the composer
to add the blur effect and luminescent strips.
Then they really will look like to shine.

It is true that Andrew uses here the old rendering engine but
compose work is almost the same as in new. For sure you can handle it.
