Learning smoothing Link and Materials panel

Hello, I’m trying to learn blender and having trouble finding the tools on a tutor I was reading.

I have a dress model and want to smooth out some some parts and change to quads before painting it. The painting tools I pretty much understand. It find the tools to smooth the model.

Where is the Link and Materials panel? I simple can’t find it.
Is there a smoothing brush or tool to help me smooth out small kicks in the dress.

That is for a version of blender that became out of date years and years ago !

It doesn’t exist

Is there a smoothing brush or tool to help me smooth out small kicks in the dress.
You could change to sculpt mode and use the smooth brush http://wiki.blender.org/index.php/Doc:2.6/Manual/Modeling/Meshes/Editing/Sculpt_Mode

Thank you, that link is very helpful. I just downloaded the newest version of Blender.
