In a few of my projects, I have noticed that light seems to sometimes go through some objects when it should be stopped or reflected. In this render, the only light sources are inside the lamp where they would be if this was a real lamp. The lamp and lights are on a separate layer from the surface they are on. There is one Energy:2 white lamp for the main illumination, and a dimmer (Energy:1) yellowish lamp, set to cast light only on its layer, to give an incandescent-type of color to the lamp and the glass in the lamp (when looking up from below).

Notice the area on the inside of the curve of the lamp. See how it is all lit up and bright. I know that this isn’t a reflection from the base of the lamp or from the surface because it was doing this before I had those in the scene.
The last time this happened, it was solved by turning the sun that was inside the lighthouse into a lamp, but because these are already lamps, that doesn’t work.
What is going on, and how do I fix it?
