No, you cannot have light only affect certain materials.
What you can do though is layer your objects such that all the objects of the same material are on the same layers and set up the lights you want to affect those objects on the same layer. Then under the light settings select “This Layer Only”.

No offense, like you said in the other thread that normal maps aren´t rendering, please do not explain stuff if you don´t really know it, although you only got good intentions.
You are basically telling people that Blender lacks features it has.
You can limit lights to certain materials. The way are light groups.
With a Light selected you can either go to the object tab and add a new group, or press ctrl+g with several lights selected and then in the object tab give it some name like “LightGroup1”
Then you select your object and navigate to the material tab.
There you´ll find options and there you can set the Lightgroup which affects the material in addition to the lightsetup. If you set “exclusive” the light will exclusively affect this material only.
Thanks for the quick reply. Just to be clear, can the material still receive light from lights that are not in the group?
