Modeled and rigged in Blender, textured in Substance Painter (and in Krita for the eyes).

Have you tried using the characteristic rectangular shape of a goat’s pupil?
Yeah, I realized I did not post the rest pose here but the default shape of its pupils is more rectangular (not fully though but in the same vibe)
I can elongate them more with the rig if needed but the round pupils were nice to replicate some of the bird ref I wanted to use

Did you use a toon shader in Blender or was his 2d look done in Krita?
It’s a toon shader (and some compositing)
I only used krita to paint the eyes’ texture
I love the look of the fur! Are the clumps really thick hair strands or are they actual clumps of fur?
A bit of both
The individual hair are a bit thick (0.002 m curve profile radius)
I’ve been wanting to do a fur covered character with a toonish look like your goat. Can you do a tutorial on exactly how you achieved the look of the goat?
I don’t really plan to I’m sorry, it’s not something I could do quickly, however, I can suggest the tutorials from LightningBoyStudio, I learned toon shading basics from them
You’ll also find a nice toon hair shading tuto here that you can use for fur. The one I used for the goat is a bit different but relies on the same principles
