Locking Armature in Pose Mode?

Someone turned over their rigged character to me for inspection. Going into Pose mode I cannot get any of the bones to rotate/translate etc.

As a test, I deselected the armature. I turned on Rigify and added a separate armature on another level. In pose mode it wouldn’t work either.

So I saved the file away and loaded a default file, added Rigify and created an armature, it worked fine.

It would seem that there is a blender world-level switch to lock the armature(s). How do I turn it on / off?

Well, the workaround seems to have been to open up a new file, delete the default cube and then append the charcter, armature etc. Then pose mode was working correctly.
