Locking vertices/faces/edges in xyz space?

Is it possible to paint with vertex colours and then lock those painted vertices into xyz space in order to modify the vertices around the locked vertices? I’m asking cuz blender’s sculpt mode currently lacks a masking system and this is the best I can come up with.

can you explain? a lot of people havnt use sculpt mode since its not in Blender/CVS
