LogicBricks question:controller/actuator link between object

How does one link the controllers of one object to the actuators of another?

For example, I’m looking at the python_LOD.blend file in the Logic Bricks examples and there is a python controller linked to an edit object actuator for each cylinder in the file, but I can’t figure out how those links were created.

select the two objects you want linked together and press
the green “Sel” button above the logic, now you should be able to link them
