Lumpy/wrinkly anime head sculpt. Any suggestions?

I got those dreaded triangles everyone keeps talking about. How do I smooth this sculpt without completely destroying my topology if possible? She has eyes but they’re on a different layer. Thus the holes. Any help would sure be appreciated. I’m kinda stuck here. Also stuck on getting the toon shading right.

You don’t have any topology, you have triangle soup from a dyntopo sculpt.

yes, for the final model, retopology is the thing. before starting that, you might want to use the new smooth modifier to give an overall smoothing. use an extra object for the eyes to guide you along where the lids will be so they match perfectly with the eye.
