Lying verticies on surface

Hi, i was watching this video https://www.youtube.com/watch?v=0654GCPxDhw#t=1475 and at the time (when the link starts) he created a plane and extruded it, but later you can see that its not extruded in one direction but like curves around the object behind it… Can please anyone tell me how he did that?
