making object orient toward 3d cursor/spot light point at 3d cursor?

Title basically says it. Is there a way to do this?

Pointing like that is really a two-step process.

Create Empty Object. Add “Track To” Constraint to Camera object, and target it to Empty. With this setup, moving the Empty around will make the Camera to follow it.

As far as following 3D curser, select the Empty, place 3D curser anywhere, then use hot key [Shift] + [S] > Selection to Curser. This will snap Empty to 3D curser there by pointing the camera at 3D curser.
