Materials not showing through other transparent materials

So I’m making a planet and instead of having all the layers of surface texture on one sphere, I want at least the clouds layer to be on a separate sphere that’s just a hair bigger than the surface sphere underneath. However when I apply my cloud material with it’s alpha properties to the larger sphere the sphere undernearth (surface) will not render through the transparent areas.

I’ve tried just plane settings on all three types of transparents on the material and nothing shows through underneath, I’ve tried setting my image or a cloud to the alpha channel in textures and still nothing shows through. Why is Blender not rendering the texture that’s covered up?



The left one has Z transparency set to .75 and the right one to .25 and as you see no planet will show through. The “cloud sphere” is overlapping offset just to show you that nothing is coming through, if it were ontop, all you’d see is the greyish cloud sphere and not understand that I have a planet underneath.
