I have an the STL file of approximately 1.6 GB. Blender will not open it and write this.
What is the max file size / vertex count Blender can handle? Or is it the STL import that has a restriction?

looks like a bad STL file or missing feature / parsing bug of Blender
you should locate the ‘loop’ string in STL file and see where it is and why
You could import the .stl in meshlab and export it as .ply or .obj format. Maybe that will help.

I’ve tried to open the file in a text program, and on every third line, it says loop, so I do not know where to start

Meshlab looks like a great program. Funny that I have not seen it before.
I tried to open the STL file in Meshlab, but it dies on it.
I think CoDEmanX is right that it’s a bad file.
