Meshes rotating around the wrong spot

I’ve been trying to make some lego minifig models and I’ve given up trying to add bones because I don’t want to manipulate the vertices, only make it move like a normal minifig would.

anyways, so I’ve tried just having meshes but the point around which they rotate is way off.
how can i pick the spot that they rotate around without having to add bones?

You can change where the Center of the object is. To do so, select the object, then place the cursor on the object where you want the new center to be, then click the Center Cursor button in the Mesh panel. Now when you select that object and rotate, it will rotate around the new center.
