Minnea wip (child portrait)

I got boored modeling my monastery for a while and started on a new high-poly character. I will sculpt it when the basic shape is finished. She doesn’t have any hair yet… I tried Jahkas particle thing with paths but the particles never distributed equally over the head so I needed 1000 particles to cover the head. Baking 1000 particles aren’t funny and is a pain in the ass for my comp.

Any reasons why the particles fill one face at a time and not distribute all particles over all faces at once?
