misterious "FO" flag in actions....

For armatures:

Occasionally if I add an action in the NLA editor, and then delete it (without having the action loaded in the Action Editor), a misterious “FO” flag appears where the number of users should be. Sometimes it just gets the normal F flag meaning a fake user has been assigned.

Then if I save that file, the action is lost. Sometimes instead of the FO flag, a W-1 flag appears instead. Apparently this is connected on how many users the action have. But I thought that an action could never have less than the FAKE user (F flag). Well, of course it could have 0 users and then be lost when saving the file, but I mean less than that.

So I wonder if this is a bug, or if it’s not, how can I prevent it to happen ? What does the FO flag mean ? How can I turn it into F again ?

I already have a workaround whcih is assigning the action to a mesh before deleteing the NLA strip, but hey, there should be a better way …

It’s a bug. If you can post it in the bug tracker at blender.org with a nice step by step way to reproduce it, it would be great.
