Moana water character - Can we do this in Blender?

It’s been a while since awesomee trailers of the incoming movie - Moana have been released.

  I'm wondering if blender would be able to create water simulation for this character like whatever the software in this trailer (maya?) does?

Here’s what could be done 10 years ago in blender. With better computers and cycles renderer you can get better results

However don’t expect any domestic software to match what a big studio can achieve.
