Mocap tools addon is in the scripts folder, but it's not showing in blender

Title says it all. I went to enable the mocap tools addon but it wasn’t listed in any of the available categories (Official, Community or Testing). I found the scripts OK in C:\Program Files\Blender Foundation\Blender\2.78\scripts\addons\mocap. I have 64bit anaconda for my python (3.5) and a PythonPath in system environment variables pointing to it (is this still necessary? I added it just in case), but blender seems to be blind to it’s existence. What am I missing? Do I need an earlier version of python?

Now I feel stupid. I was searching for “mocap” in the Object tools (because they’re called mocap tools in the object panel). But they live as “Motion capture tools” in the Animation section. For others who may be looking for it lol.
