Modeling a shape to fit on the outside of a mesh?

I am working on a project that includes modeling a bib on a body, the problem I’m having is with getting it to conform to the body shape (see the picture attached). I want the blue shape to be appear like a cloth on the outside of the mesh, like its resting on top of the body, like a piece of clothing.

I’ve looked into the Soft Body Modifier and have come up empty. I want it to generally be still during animation with a little movement. Is there a quick way to get the bib to conform to the body mesh? Should I delve deeper into the Soft Body Modifier to achieve the effect I described above? If so, can anyone point me to a really great tutorial? :rolleyes:
