Molding a mesh

Alright, I can’t really think of a good way to do this. What I’m trying to do is model a High-poly Jaffa from Stargate. I’ve modeled his neckpiece, but I can’t figure out a good way to drop it over the body. I’ve tried using proportional edit, but it doesn’t give satisfacorty results. Does anybody have a suggestion?(Would softbody work?)
