Motion actuator simple motion explanation.

So what I want to know is - does the motion actuator’s simple motion(not linear and angular velocity or force/torque, but the simple movement and rotation) use the framerate set in world’s settings under physics tab(the cap) for it’s movement and that way is independent from game framerate(if game lags, it doesn’t change it’s rotation amount) or either it is dependent on current framerate and updates by exact unit in every rendered frame? I need to have first of 2 so that the object rotates around it’s axis constantly and makes full spin at exact time.
