Ok, here’s my question. (I’m very new to blender, so this will probably be an easy one.)
When I try to rotate the screen using the numpad, It doesn’t rotate the screen, it just makes this small bar that is below the texture/shading/solid etc bar change from 1 to another number. I assume this is a layer selector or something.
How do I get the numpad to rotate? 
To me it works just fine. Keys 2, 4, 6 and 8 rotates the view.

Is number lock on? you want it on. if it isn’t on the numpad does some funky stuff.
