moving, rotating, scaling, etc... off center possible ?

So here is the start of a shoe as you can see it’s not perfectly square in the x,y,z, so when I try to rotate the selection up it’s a bad rotation. I think I know what the answer is, but it possible to get moving, rotating, scaling, base on the object and not the World x,y,z?

If so how ?
