multi join leg rig

hey, perhaps someone can tell me what I’m doing wrong here, or propose a proper way to approach this. I have this leg I’m trying to rig that has multiple joints. It’s the first time I’ve tried to rig joints like this one and my approach seems to be ineffective.

I have this leg that has multiple joints. I’ve rigged it with the scaling bone approach (the one like elephants dream used for hands). I’ve applied TrackTo constraints on order to force the tip of both joints to point to 2 “follow” bones in order to constrain the leg to one plane (legfollow1 and leg follow2).

Problem is it’s not quite working as I thought it might. the trackTo constraints don’t really point to the bones like I anticipated. I’ve worked with TrackTo before, but I don’t think I quite understand it as well as I may need to for this. No matter what settings I try, the bones don’t seem to point to the TrackTo. I Can’t seem to find any documentation that helps me. Someone plz help!
