Out of curiosity, are muscles already implemented into the rigging system, or is there a future plan (one that I can read, please ) to code a muscle system into blender? Thanks for any response.

there was a developer who started coding a muscle system but,
I think hes been too busy to develop it much at allā¦
though I might be wrong as i havenāt really followed the development for a while.

there is a way to fake muscles with the new shrink wrap modifier:
