you should comb the reindeer with the grooming tools. to access them go into particle edit mode from the menu on the main header where you select weight paint mode or sculpt mode.

it would look more natural. it should be more pointing to the back.
(edit) I take it back, reindeer hair does have a mostly downward direction.
