How do I remove this? No idea how I got this. I think remeshing too many times.
That happens because the arms are too close to the legs. You’ll have to move them away a bit before remeshing.
Remesh automatically fills in small gaps in the mesh, since the arms are so close it is viewed as a hole in the topology.

Yeah that ain’t funny to repair when it happens…
Add a plane and subdivide the horizontal edges and adjust the vertices to fit the silhouette of the model, then extrude the plane with enough width to cover the part to cut, then use intersect boolean or knife operator, then select the outside part and delete. Then after cleaning that select part of the area and use the fair mesh operator to smooth out the inner area. Or use sculpt mode smooth brush for more control…
