Depends what you want it for, but there is one at www.openworldfilm.com, in the FMS (file management system) under characters, rigging, Nia. It’s under a creativecommons licence so free for most uses.

Not perfect, but a good starting point.

I suppose you could use MakeHuman.

And a world of friendly advice, using internet-speak is not going to make people very sympathetic to your plight.
