New texture reading format for blender

Hello. Can someone help add a new texture format reading to the blender so that you can work with the game texture format directly in the blender?

Here is a parsing of the format structure. It is necessary to create a code for the blender on its basis in the blender source, there is a bmp format reading, like it needs to be done, I have a plugin based on bmp for 3ds max.
I don’t know enough about C ++ to create such an assembly myself.
