Newbie: Where is the drop-down menu?

I recently installed Blender 2.62 – first time using Blender after I briefly used it a few years ago. I know the user interface is new, but after going crazy I realized something was wrong. I’m supposed to have drop-down menus, even in version 2.62 (File, Add, Render, Help) like in

but in my Blender that menu bar is not there! Instead at the top I have two bars. The upper of the top two bars is Interface, Editing, Input, Addons, Themes, File, System. The lower of the top two bars is Save As Default, Import Key Configuration, Export Key Configuration.

How do I get the menu bar displayed?

That’s probably because you’re not in the 3D view, you are in the User Preference window.
If it is a floating window, just close it, if it is replacing the 3D View click here and select “3D View”
