I’m a VERY green user of Blender and am going through the Beginners Tutorials.
In the Castle exercise, it instructs me to define a new tool in the toolbox, but I don’t see that section on my display. What am I missing.

To expand on my comments above, the pop-up window on the left of the 3D View starts with Object Tools. There is no “Tool Shelf” with drop down arrow.
That is was removed a long long time ago as it was pointless. Your tutorial is very very old. Just ignore that part of whatever tutorial you are following.
