There is no add button at the particle tablet, please help im new on blender

Do you have an object selected?
Have you tried click dragging in the properties area using the middle mouse button? (for particles for some reason the top panel can sometimes be scrolled off the screen)
You have Blender Game Engine selected as renderer. It doesn’t support particles at the moment AFAIK.
