No Tool Shelf in 3D view

How do I get a tool shelf, the Tkey just turns on and of the object tools. I want to add a return to “previous screen” button to use after a render? I guess I got the answer.

If you mean the attached screenshot, it was removed a couple of years ago because it served no useful purpose
