No I think it don’t exist, however mostly Nurbs applications are CAD and they have the ability to export file for Rendering or export for 3D printing.
The problem is you need a non destructive application and this feature Isn’t cheap, Blender maybe in the future will import Rhino 3dm file there is an add-on underdevelopment "import-rhinoceros-3d-files-into-blender or another for STEP import
However if you have money to spend there is Autodesk Alias, and an add-on for it to export files for Blender here Autodesk Alias Plugin to export as a Blender file.
But what do you need a non-destructive Nurbs application for, which exports files for Blender?
