Normal Baking Issue

I cannot for the love of Christ get this model to bake properly. please someone help me!

I’ve used Xnormals, Blender, Maya and nothing works, even tried to convert the ambient map into normal but did not work… please refer to the pictures (uploaded on imgur)

Things I’ve tried:
Flipping normal’s
Averaging normal’s
Smoothing
Subdividing then baking
halving the object due to mirroring
skinning
increasing all values in options of baking
object space
tangent space

world space nothing works…

Hi, it is much easier to check with your .blend.
Hard to say wit images only.

It turns out the issue was with the high poly mesh being seperate objects, i put he high poly into zbrush and merged all the mesh together and rebaked and everything was fixed, duely noted for future
