is Python in blender the normal Python programming language ? or is it different ?

Python is the only API within Blender. Blender is written in C

yes, Python in Blender is the same language as Python itself. In fact, it uses the same library (python23.dll on windows), that is used in Python itself. But Blender defines, which version of Python is allowed (for which version of Python was Blender compiled). Currently it is version 2.3.x.
