Normals panel from 2.79 addon port to 2.8

Hi everyone, I just ported the panel from the 2.79 normals branch so it appears on 2.8.
I barely know a few things about JS so it’s been a success that I’ve been able to do this in python.

It doesn’t have the dropdown at the botton cause it has been renamed to something else that who knows what would it be. But this is a good step forwards having these tools more accesible.

In the future I plan to bring some other 2.79 panels back, or create some other panels, making some other things more accesible in the UI.
