Hello and welcome to BlenderArtists!

In order for the Fill function to work, you need at least two selected vertices. You might get a better understanding by looking at the official documentation:

https://docs.blender.org/manual/en/3.3/modeling/meshes/editing/face/fill.html

Welcome to BA
The Skin modifier will add thickness to edges, so it’s not what you’re looking for here. If you want to fill in the hand, your easiest method will be to select all in Edit Mode with A and press F, then press Ctrl + T

i did what you said. and also added solidify and extruded it, added bevel and subdivision modifires. it looks terrible, any idea how to make it look less like carboard?

Well… to be honest, you’re not going to get a good-looking hand by filling in an outline. Check this tutorial out, it’s extremely comprehensive and easy to follow:

This is another excellent tutorial:

thanks for the guide. however i have a problem of copying a refrence photo with a normal mesh. either a cube or a cylinder. its simply a pain to edit the hand afterwards, any idea how can i improve what i did already? i prefer the single vert way because i can get the shape more accruatly, however i have no idea how to make it look like it has more depth to it

There’s no way to convert a flat outline into a properly topologized mesh, it’s not a Blender limitation but rather an impossibility of generating geometry. I wouldn’t give up on properly modeling hands yet if I were you. It gets a lot easier with practice, and while I know how annoying this is to hear, there’s no real shortcuts here. If you want hands that look good, this is how you make hands that look good

One thing that might help is that in the first tutorial I linked, you can download the hand mesh at the end with all the edge flow colored, it’s great for studying
