It took me a second to figure out what it was that you were wanting us to download. I thought you had compiled a patch for Blender along with an Nvidia overclocker, but I think it’s just a graphics card OC’er. A description would have been helpful.
I’m just wondering why I should use this overclocking tool instead of the ‘standard’ RivaTuner?
Edit:
Woa I just downloaded it. It’s a registry entry. No way in hell I’m going to install a registry hack that isn’t designed specifically for my card. RivaTuner has several advanced features (such as overclocking core/memory, setting mipmap sample locations, and even turning your card into a quadro), and it comes in a nice GUI that operates off an extensive database that knows the ins-and-outs of your card.

My God!!!
I had that exact package up, but only 3 people downloaded it! If you want it I’ll be seeding again and here it is: http://tracker.zaerc.com/download.php?id=1442
Be aware that this is just AN][ARES compile and Coolbits!
As for RivaTuner vs. Coolbits, I personally stay away from programs that I feel are clunky… whatever, I’m not gonna get in a fight over someone else’s software…just know that RivaTuner modifies your registry a lot more than Coolbits, and changes the “low level” programming on your video card (at least that’s what it says on it’s info page: http://www.guru3d.com/rivatuner/ then click FAQ)
I guess it just comes down to this: I like simple things
