Odd bone/mesh problem (blend included)

In the blend is a partial fish I tried taking apart the mesh, reparenting the bones and even re-weightpainting but still no luck. On other parts the bones work fine but on the fins the mesh does not move all the way with the bone even though it is painted red. I was hoping someone here can see the problem so i can make this a simple fix.

You misunderstand. Don’t need the blend fixed, what i need to know why the mesh does not work properly? What did i do wrong and how to fix it so i can fix my other objects that are having the same problem without re-doing everything.

Not sure what you mean when you say selected all. Maybe someone else will know why the fins are limited in their movement even though mesh is painted full strength

I meant I selected all three tail bones, so it moves evenly and correctly.

i don’t care about the tail just the front fins, they don’t move all the way. in the first post i mentioned the fins (pectoral ) are the problem.
UPDATE I found why i was having those problems . Thanks anyway
