newbie question I was wondering if there is F-curve modifier to offset keyframes in time (x axis)?
I have been trying few of them and so far the offset only appear to work on the value and not on the time.
Any help, work around is highly appreciated!

No, there is none. F-curve modifiers are animatable. So, their effect is relying on time, too.
But you can simply select keyframes and offset them by typing :
G > X > numerical value corresponding to amount of frames of offset
Before that, you can create a marker to keep a reference to snap keyframes to.
You can also isolate F-Curve in an action and displace action in time in Non Linear Animation (NLA) Editor.
