You can be off topic in off topic by posting on a topic that is relevant to one of the other forum (hence, it would be on topic in this forum).

No, since, belonging to the off topic board means that it is not on topic in any of the other. If you follow that line of thought, the topic of the off topic forum is anything that is not a topic in the other sections. So, anything that is a valid topic in the other forums is not on topic with the topic of the off topic forum (too many topic in that sentence, I know). It is therefore off topic in the off topic.

But you can certainly have an offtopic post in offtopic, if it’s off the topic of the op - like if I came here and started arguing that chickens are actually purple; it would be fine in offtopic, just not in this thread.
