How can I open the operator panel in the tool shelf, if it is closed?

In the lower right hand corner of the 3dview there will be a small + symbol. Click on it with your mouse to open the operator panel.

Ah ok! I saw it! Why did they put it there? It could be better if it is in the tool shelf!

This actually helped me too, I couldn’t find where the options for subdivide went, since number of cuts used to just show up in what appeared to be the tool shelf (But it’s actually the operator bar) in edit mode right after pressing it. Found it now!
